Residents of Konotop in Sumy Oblast woke on the morning of 27 October to a fourth day without electricity. The blackout began after Russian forces struck the city on the night of 23 and 24 October. Local authorities report that most of the city has also lost its gas supply.
Mayor Artem Semenikhin confirmed the outage continues. He stated that the city has no electricity and that most areas have no gas. Educational institutions sustained damage during the attacks. The local hospital now operates using generators. Water distribution is limited to two daily windows: 06:00 to 09:00 and 18:00 to 21:00.
Semenikhin addressed the uncertainty surrounding repairs. He noted that there are no forecasts for when power will return. "No forecasts at all," he wrote on Telegram.
Sumyoblenergo, the regional power distribution company, said emergency crews are working around the clock. The company stated that the repair timeframe depends on the security situation. Crews must be able to access the damaged sites safely to complete the work.
The initial strike occurred after 03:00 on 24 October. Russian drones targeted energy facilities, a school, and private homes. A separate drone hit a civilian agricultural business on the afternoon of 24 October. That strike killed a 31-year-old farm worker and injured four others.
