For millions of Americans watching election night, the first official winner is often announced long before the last ballot is tallied. This year, voters are casting ballots in 435 House races, 35 Senate contests, and 36 gubernatorial elections. As results trickle in, the Associated Press, which has called races since 1848, will determine the outcomes. NPR, a long-time partner of the AP, will relay these calls to its broadcast and digital audiences.

The AP does not wait for 100% of the votes to be counted to declare a victor. Instead, its race callers and analysts examine vote data county by county. They distinguish between ballots cast in person at polling places and those submitted by mail or early in-person voting. This granular approach allows the team to track exactly where the remaining uncounted ballots are located.

Staff members calculate the likelihood of a candidate maintaining a lead based on the geographic and demographic makeup of the areas where votes remain outstanding. They analyze how residents in those specific communities historically vote. If the math indicates that the trailing candidate cannot overtake the leader with the remaining ballots, the AP declares a winner.

Decision editors on the AP’s team sign off on every call for presidential, Senate, and gubernatorial races, as well as significant House contests. This human verification step ensures that the automated data analysis aligns with journalistic standards. The team remains in constant contact with the vote count unit to update their projections in real time.

NPR will use AP data to populate its election results pages. This allows viewers to track the changing balance of power in the Senate and House of Representatives as counts proceed. The network will also distribute this information to its hundreds of member stations, ensuring consistent reporting across the country.

The AP explicitly states that its calls are not predictions or speculations. They are declarations based on the analysis of vote results and election data. The organization defines a win as the moment the trailing candidates no longer have a path to victory. This standard of certainty is why news organizations, including NPR, trust the AP’s calls over immediate but potentially inaccurate projections.

Neither the AP nor NPR will call a race based on a candidate’s declaration of victory or a concession speech. A candidate’s self-assessment does not trigger an official call. The AP only issues a call when it is fully confident that the outcome is mathematically secured.

This process mirrors the AP’s handling of the 2000 presidential election. In that closely contested race between George W. Bush and Al Gore, the AP did not call Florida because the margin was too narrow to declare a winner with certainty. The organization stood behind its assessment that the race was undecided until the final votes were counted.

When the AP makes a call, it provides transparent reporting on the research and analysis behind the decision. This explanatory journalism is a standard part of its election coverage. Counting voters can take hours, and race calls will continue to be tabulated to determine the final balance of power in Congress and state governments throughout the night.
