Mercury was found at levels of 13,200 parts per million in one skincare product among a batch of counterfeit beauty items seized across the United Kingdom. Trading Standards announced that these tests also identified high concentrations of lead in lipsticks, eyeshadows, and contour products, as well as nicotine in perfume. One counterfeit fragrance contained approximately 80% methanol, a toxic alcohol associated with serious poisoning risks.

The presence of these substances highlights the physical risks posed by unregulated makeup. Repeated skin exposure to mercury can damage the kidneys and nervous system, while lead poses particular threats to brain development in children and pregnant women. Because counterfeit products bypass standard health and safety testing, they often lack accurate ingredient lists. Trading Standards surveys indicate that nearly three in four consumers who purchase fake cosmetics and toiletries do so online.

Consumer behavior is shifting toward accepting these risks. The Intellectual Property Office reported that about 20% of adults aged 18 to 24 knowingly bought counterfeit beauty products last year. This figure represents a steep increase from 6% in 2023. The data suggests that price sensitivity or brand preference is driving a larger share of younger shoppers to buy imitations despite the potential hazards.

Recent enforcement actions have uncovered large volumes of fake goods. In July, the Police Intellectual Property Crime Unit and Greater Manchester police seized 1,666 counterfeit hair products, including extensions, shampoos, and conditioners. A separate raid in Bolton by Trading Standards officers found £2m worth of counterfeit goods at a commercial production facility. The haul included perfume, cosmetics, clothing, and vapes.

Rani Ghosh, an independent toxicologist, noted that while some reactions like swelling are visible, internal damage from mercury and lead may not be immediately obvious. She emphasized that packaging often fails to reveal the true chemical composition of the product. Helen Barnham, head of enforcement engagement at the IPO, stated that counterfeiters exploit trusted brand names while avoiding the rigorous safety standards required by legitimate businesses.

The IPO is launching a campaign titled Face the Fakes, partnering with content creators and the beauty industry to inform consumers. Millie Kendall, chief executive of the British Beauty Council, said the industry supports the initiative to help shoppers verify the origin of their products. The campaign aims to reduce the number of counterfeit items entering personal collections by increasing awareness of the differences between genuine and fake goods.

The next phase of the Face the Fakes campaign will involve direct outreach to social media influencers and retail partners. These efforts are scheduled to begin in the coming weeks to coincide with the holiday shopping season.
